Well, he's not considered worthy for one thing. But in the Reigning storyline, Loki ends up getting the Eye of Agamotto and Cloak of Levitation. Not only that, but Loki punked an early Strange, iirc.

Does that matter? Doesn't change the fact that he's a sorcerer

a sorcerer is one that practices the art of sorcery, so yes, if loki does practice sorcery (which he does), technically he would be a sorcerer.

would zeus,odin,chthon,or mephisto be consiered sourcerors?

if they practice sorcery, then yes, they are technically sorcerers. however political correctness deems them gods etc

In his youth, Loki literally studied at sorcery classes in Asgard.

Some beings have innate magic, and gods have a much higher potential for it, but for Asgardians it is still learned.
