Luthor. Until he went nuts he was sitting pretty, annoying his enemies by existing, and the supers would come help *him* when there was trouble.

He accomplished more while liking it.

He made deals with Darkseid, led the Free World during OWAW, and got a huge thrill from having political authority over Superman.
