Imo, only Guardian amped Prime would win. Any other 'versions' would get stomped.

you mean Silver Age Supes since that is the most powerful one from my understanding.

there were complaints about him being too powerful, from especially previous writers that used to write about him. so they decided to tone down his powers when the crisis aftermath happened

Supes was actually already a good bit weaker in the 80's, just before the crisis. Solomon Grundy knocked him out at the time, and he even got knocked out by a mass attack from an alien space fleet.

How did PC Superman sneeze away a solar system? I have heard people claim that it was because of some magical 5-d dust. Is that true?

I would still give Supes credit for preforming said feat on his own, because his powers weren't really 'augmented' by the dust -- it just gave him the tremendous urge to sneeze (which was the same effect it had on the citizens of Metropolis.) But yeah, it's likely a feat he never would have preformed otherwise. /shrug

well they were downgrading,

they were toning down other character's powers as well and then bam they decided to just start clean with every character's history since it would be easier.
