Bracers are DC's version of Cap's shield only unlike Cap's shield they have never once been broken to my knowledge.

Besides the bracelets, nothing and no one high herald and below. And even PC Persuader might cut the bracelets and a tier above. He has cut abstract things like gravity, a person's air supply, reality, lots of superpowered people, etc etc.
