the guy can be anywhere from skyfather to living tribunal levels

the lvl he was at when he trashed DC without the backing of god..

The twilight isn't as much of an upgrade without the Cask of Ancient Winters (Even if he destroyed the core of a dead galaxy with it..), and even more so if he's near the Eternal Flame.
