Why can't you fly in a physical brawl?

Maybe Team One in Scenario One.

Definitely Team Two in Scenario Two.

Scenario 2: Team 2

The only chance team 1 has in S2 is if WW makes Billy say 'Shazam' with the lasso, but overall they're the stronger, and as Billy knows that he'll go after Herc while Thor fights Diana.
