The Surfer is what Dr Manhattan wants to be when he grows up. Better transmutation, cosmic awareness, the ability to fly between galaxies in seconds, creation of matter from nothing, etc. The Surfer does what the Doctor does, but on a much grander scale and with extra abilities to boot.

This, also, Manhattan have a major, major weakness: he can't alter futur, even if he sees it.

Surfer already travelled in past and in future.

This is spite.

Surfer wins, with ease.

Surfer in Watchmen's universe would be a god to Dr. Manhatten.
