Marvel's, both.

Since Thundercats is a TV show first, we can generally assume any Tigra is going to be Marvel unless it's a crossover match.

Looking up Red Wolf, I bet on Tigra. Red Wolf sounds skilled and has a wolf, but she's actually superhuman.

He is like the Native American Black Panther, only with a wolf god in place of a panther... plus he has a wolf. I love Red Wolf, I wish they would do something worth while with him, he was awesome when he first showed up in the Avengers.

Yep, reading on him I found the character had potential to do some good stuff, but currently he's kind of forgotten.
