Why?

CA was quite an uber energy manipulator if I recall correctly. They are both quite capable but I give CA a slight majority for greater flexibility.

What about Cap containment suit? Nova's gravimetric powers could likely rupture it. I also can't see how Cap Atom, would be able to get though Nova's shields.
