No CIS/PIS, Skaar should get schooled on a desert planet.

Sandman easy pulls a scene out of the mummy and tidal waves sand at Skaar until hes sitting comfortable in a ball of sand dozens of meters thick that is actively resisting his strength and not solid enough for him to punch his way out. Sand pours down his nostrils filling his lungs for the kill.

What if Skaar was able to control Sandman's body much like Magneto would manipulate Wolverine's body? His old power threatened an entire continent recently, sand is just pulverized rock. I think that this would go the other way.

Skaar 10/10 If sandman decided to use the whoel planet he screws himself. mainly because any parts of the planet that skaar rip apart or hit is going to hurt sandman real bad.
