PG does have the tactical advantages of range and flight.

Yeah, I'd have to go with PG on this one, as her range of abilities is greater than his; it's kind of similar to Superman vs. Captain Marvel, but Captain Nazi doesn't have the edge of Shazam(!) to balance the relative equation, as CM does vs. SM, so PG gets the majority here. (Note, however, that that doesn't mean PG could defeat, say, CM (taking a PC reference just for comparative sake) or WW (who dealt with CN in "The Circle" with the same degree -- those two have either extra magical oomph (both CM and WW) or greater skill (WW). Just saying that to "square the circle" of any follow-up arguements...
