Which race is more powerful?

Monitors.

Even if you disregard the fact that Monitors can literally devour the essence of other characters (much like Vampires), there's still really nothing the Guardians could do to harm them. Eg. Nix Uotan, who at the time was just a low-level/young Monitor, easily tanked the universe-busting energies released by Monarch.

The Monitors, though they both seemed to be the only races powerful (or willing) enough to stop or slow down the collapse of the Multiverse..
