Who wins?

Fei Long's a personal fave, but does he have very many feats? I know in the SFII animated film he fought Ryu and-until having his arm twisted and getting Tatsumaki'd out cold-was fighting pretty level with him and even had the upper hand early on.

Considering that Fei-Long has almost the same moves as Marshall Law, only some of his moves utilize fire-- I'd say Fei-Long wins but barely.
