Who's stronger? Captain Atom or Captain Marvel?

Both are in Superman's tier. But Marvel is slightly stronger.

Marvel's just about equal to Supes, Atom's a bit lower.

I'd place Captain Atom in the same category as Donna Troy. I'm still not certain where they fall. ... At best stalemates Supergirl in the strength department.
