Plus he has Vibranium (anti metal) "Spider Tracers" actually they just look like Tracers but they're more or less projectiles to dissolve metal.

EDIT: Maybe it's Reversium and not Vibranium, Reversium is artificial Vibranium made by one of the think tank members.

And this think tank is Peter Parker. They had no idea how to get it to work utill he showed up.
