piccolo of 23rd budokai vs vegeta when he fights goku for the first time

It's not even a question. Piccolo got significantly stronger between the 23rd Budokai and when he fought Nappa and lost, and Nappa was much weaker than Vegeta.

I don't get it, the series explicitly say their powerlevel is very different.

what is with all the db fights where it is completely obvious who will win?
