Would not be a very long fight, I mean chances are magneto would crush any gas tanks scarecrow had, but to see magneto go war flashback because of fear gas would be far more interesting then the actual battle, it would probably give scarecrow an advantage, if he manages to survive magneto's magnetism powers swirling out of control when magneto thinks he is being attacked or something.
