Classic Trigon was a beast, but I think his best feat was gesturely transforming the earth into stone -- whereas Surter forged the Twilight Sword out of an entire galaxy.

Feat-wise, Surter wins.

The Twilight Sword on it's very own is capable of powerful reality manipulation as well.
