If Amazo copies Monarch and Thanos what do you think will happen?

Depends which Amazo. If it's a halfway decent version, he stomps. If it's a shitty version, Monarch wins.

Was there ever a limit to the level of characters he could copy?

Not really. He once duplicated half of the Worlogog's power just by touching Hourman -- and the 'gog is pretty much as uber as it gets.
