Green Lantern (Hal) should be above Black Bolt. And depending on the incarnation Strange is better than any of these guys.

Power I imagine, because there's no way in hell Superman would lose to Thor or Surfer in a popularity contest.

I can live with that list. Personally, mine would be something like this if we use mainly mainstream heroes:

Thor
Surfer
Superman
Flash/Captain Marvel
Black Bolt/Dr. Strange
Green Lantern
Wonder Woman
Hulk

Besides Thor, Surfer, and Superman, everything else is variable. Do you include characters like Orion, Genis Vell etc.? Personally I'd leave them out solely because it makes things much harder. Use only the more known heroes.

Nah lets just stick to the more know heroes.

Or heroes who get huge upgrades like Swamp-Thing.
