Think this has been done, but on average, I'd go with Tornado.

He's got F5 winds, and up. And he's got a win on Grundy among other people. He's also self-healing and much higher on the physical stats. She's getting the wind knocked out of her. haermm

Storm has the ability to freeze her opponents, so I'd give her the edge over Red Tornado.
