Movie Rorschach might beat Thomas Jane and MAYBE Ray Stevenson. He's not touching the comic version however.

Movie Rorschach was based off the comic and he got apprehended and arrested by cops. Cops in superhero movies almost always get owned and are useless. Rorschach is smaller, weaker, less skilled and outgunned by every Punisher character.

he annihilated a lot of cops in the movie let's not forget, and he was caught with his pants down at the time and had to improvise on his feet.

if he had a six shooter he might have walked out untouched
