Firestorm. He can be intangible to ignore her big lightning bolts, and even tangible they'd hurt but he could take some hits. His attacks can take her out too.

How much effort this fight takes depends on the version, but Firestorm wins.

FS should win this without much trouble.

Among a laundry list of things, FS could transmute -any- of Storm's energy attacks.

Assuming he's at least half-competent, there is literally no way he'd lose..

Storm gets turned to salt.
