TP wise? emma

Emma rocks his world.

If it's ALL powers? Arthur. I think he can hold off her telepathy long enough to go hand to hand, and I'd give him the edge in that department.

If it's just TP, then she'd eventually win imo.

Though Emma would freak out if he dropped her in the water. Those shoes don't come cheap...
