I'd say Ultron but I know next to nothing about Red.

I know more than nothing. Still Ultron. Borderline spite.

Red Tornado is basically the guy who gets killed once per big fight/event.

If you want to have a decent Ultron vs. other android fight, pit him against Amazo (one of the more powerful versions, not lolbatmanblewmeupwithc4)

The old "Encephalo Beam" seems to work on almost everyone.

RT is meta level. Very solid meta, fast and with air powers, but still.

I'd have him borderline herald, personally.
