Based on hype, Sebastian. He was billed and portrayed as Majestic Prime. But he wasn't really around long enough to say that definitively.

A clever way to write away one of the big guns so that it wasn't PIS every time he didn't instantly fix a situation. Jenny and the Doctor were also MIA for about the last year of WS's run.
