Legion, he's just too powerful. Adult Loki may elude/evade/go on the defensive for a while but it's just postponing the inevitable.

Loki turns into Rogue and knocks him out

Current Legion with the one-power-at-a-time device to bypass/control the schizophrenia? I think Loki's got more than a fair shot in a fight.

Legion just uses Time Sink's powers, and while Loki's stuck in an unending cycle of non-time. He gets banished.

^ Loki's remained immune to time freezes. He's also exhibited acute awareness of temporal paradoxes.
