unless shiar have a red solar radiation blaster they can mass equip their army or crack the m'kran crystal on the entire population of krypton i think kryptonians take it on better physical stats

I wouldn't consider the M'Kraan Crystal to be Shi'ar tech.

Overall I think Kryptonians have the edge in both categories, assuming this fight doesn't take place under a Red Sun.

Kryptonian tech is some of the best, if not the best, in DC.

Kryptonian tech is some of the best, if not the best, in DC. T.O. Morrow and Ivo have better as does Braniac off the top of my head.

I meant as a race. Reed Richards has some of the best tech in Marvel, but I wouldn't say that the human race has the best tech.

New gods are also at or near the top in DC.
