Some incarnations of GI Joe had some pretty impressive hardware, and the occasional super weapon (For example, in Marvel continuity, Megatron was so impressed by a railgun that he made a deal with Cobra Commander for a full refit, in exchange to Cybertronian "junk"..)

Feats taken from all incarnations, basically. So pull stuff from Marvel, Devils Due, Dreamwave, and any other relevant media...

Lets limit it to Autobot and Decepticon factions.

And, I don't know, pretend Metroplex and Trypticon have transformation cog problems or something, and Fort Max and Scorponok are confined to their comic book incarnations, but everything else is fair game.

It's Starscream. Cobra Commander repainted and reconfigured him as his personal vessel, and Snake Eyes wanted revenge for one of Starscreams attacks disfiguring his face and making him mute.
