I don't believe in KMC Flash and therefore I don't like debating speedsters, but I will say this:

Kyle, in character, has a soft heart. He won't try hard until he's pushed to do so.

Take that for what you will.

While Bart is the greatest Flash, hell, the greatest speedster to ever exist, he is not on Kyle's level yet.

There's no shame in being the second strongest character on DC Earth though.
