Godzilla attacks the Earth in the middle of WWII.

He fights only character that were active as heroes/villains during that time and their respective civilian populations.

Red skull solos with his tech.

Film versions.
Hydra tech might slow it down. But dump the cosmic dube in its mouth and Godzilla gets teleported to Asgard.

Comic versions.
Black Widow might be able to do something. I can't see Namor and Human Torch doing too much damage. Haven't read many war era comics.

Modern age Marvel had a difficult time with Godzilla.
