Well, there's a couple things to factor in. Hal's a military man. He'd likely have far better martial training. The flipside is that Zenn-Lavians are a Kree offshoot race, so I believe he'd technically be physically superior to a baseline human, and Norrin does have some fighting skill despite mainly relying on his energy powers.

All things considered, I'd roll with Hal though. At least 7/10.
