Based on their encounters with Thor. Pluto can either be above or below the Hulk tbh so I placed them on the same level. I brought Loki down a peg, but I still have him above Hulk/Pluto. I'm bit biased here but Loki's emotional history to Thor gets in the way in some of their battles.
