Blackbolt beats pre-reboot Nate (or Nate gets BFRd through time)
Blackbolt loses to DCnU Nate

Nu Cap is the same speed as flash

^ It's more time manipulation/perception than speed in the traditional sense, but yeah, he wins none the less.

Pre-Flashpoint CA *could* win, but it's much less likely, imo.
