A confusing fight. Guns back in the Wild West weren't very accurate. Yet Frank suddenly knows how to use them?

Definately The Punisher, Frank can do everything Hex can, and then some, the same cannot be said in return.

Jonah Hex is suppose to be accurate with his shots regardless of how well Wild West weapons were

Yes when Some members of the JLA encountered him in the old west on a time travel mission he referenced it. That was early 2000's ( 2003/4 maybe). So yes Jonah is experienced with weapons a LOT more advanced that what Frank is. Christ in his post COIE "Hex" series he fought robot armies ( some of which were the size of highrises, like when he fought along side 21st cent batman ) and super humans on a regular basis.
