Rune King Thor can harm WBH through exotic means (like erasing him or such) but he hasn't SHOWN the power output greater than what WBH experienced when colliding with Betty. But that doesn't mean he can't harm WBH physically (if we are allowed to speculate without proof of course). We can't say because we never seen the upper limits of RKT damage output nor have we seen the upper limits of what WBH can take.
