If an E-bomb with a range of 250 miles ( I know no such technology exists today) were detonated in the middle of San Jose, how much of our technological progress be affected?

Nuclear weapons are capable of producing an EMP pf that magnitude . Just know that the backbone of modern technological innovation'll get stunted .

Silicone Valley people are quite savvy so their data is probably very well backed up. A lot of data could end up surviving. If their servers are in metal cases (likely) the EMP might do almost nothing.
