Who would you say has the edge in strength here? I remember seeing a scan of jpv lifting a very large tree, but I'm not sure if that was this suit...

I'd say Cap's stronger, but JPV is clearly enhanced as well. He underwent a change where he was effectively boosted to superhuman levels. His final fight with Batman had him no sell what was touted as one of Batman's best punches (capable of shattering oak or something easily). Though you could argue the suit absorbed most of the impact, people have hurt JPV in his suit before.

are we using max out jvp? the one who tossed around a statue, lifted a boulder and tree?

Yes.
