fenris wins.

Unless this is Corrigan-Spectre, Fenris wins imo. Aside from steamrolling through a good portion of the Silver City/Heavenly Host with ease, he was also able to 'possess' an albeit depowered Lucifer.

Spectre. Fenris was a lot stronger than ordinary angels and demons, but feat-wise, he's not so tough. The threat he posed had more to do with his prep.

Corrigan Spectre would likely job and lose to Fenris as well.

Fenris was also killing off various immortals prior to his death. I'd have to take another look to see how significant they were, but I'd say for now that Fenris would be able to take most Spectre incarnations.
