She Hulk has the Jupiter Suit (holding back she stalemated Hercules in strength). She is not holding back here.

If she stalemated Hercules in strength then why won't she at least do the same to Thor without his hammer?

Because Thor without his hammer still has weather control and the ability to use an energy attack.

Not to mention he's displayed greater durability and damage soak to anything She Hulk has ever displayed with the suit.

She wore the jupiter suit to reduce her strength and was still stronger than hercules. Jen 6/10.
