Who wins this how and why both at best?

PC Supes. He either beats him into submission or makes up a new power/creates something to humiliate Prime with.

The criteria of feats only apply when there's no canon resolution to the battle -- as there is in this case --, or if the canon resolution of the battle wasn't heavily influenced by exterior non-standard elements like environment or equipment.

in this thread pre-crisis superman is "at his best". this means he has the power to destroy entire solar systems with a sneeze. he can move planets and giant stars with his breath alone. he can time travel and dimension hop on a whim. he can pull dozens of planets behind him without expending hardly any effort. he can toss neutron stars across the universe. he can close black holes with his bare hands. etc. etc. he wins pretty easily.

not that i know of. we have, however, seen prime hurt by physical strikes from beings far less powerful than pc superman... and if worse comes to worse, supes could always bfr prime in the distant past. /shrug
