Which universe have the most powerful tools, device, or technically made (example, the ALE or Gems).

Technically made means a device made via tech. Please name something for each.

Does the Heart of the Infinite count as an "artifact"?

For Most powerful, I'll probably say Marvel for the Heart of the Universe.

I don't know about technically made.

Heart of Universe is a lil too much imo.

If by "Gems" , you're referring to the Infinity Gems , then they aren't "technically made" . Neither is the Anti-Life Equation/Entity(to my knowledge , although someone better versed in DC is free to prove me wrong) .

I don't know what Dc's most powerful artifiact would be. Tough to beat the HOTU though.

Every universe usually has something. Top Cow's was mentioned, for example. And Wildstorm had the Creation Engine/Wheel, which was pretty much equivalent to IG/HOTU/Worlogog/etc.

Miracle Machine is a good one. Outside of the "end" artifacts, that's about as powerful as you can get.

Absolutely.

Now, when Wildstorm still existed, it existed in a subset of DC. It was weird, because DC supposedly had 52 universes, with Wildstorm being one of them. But Wildstorm itself was a seemingly infinite multiverse. So the two were never quite consistent with one another.

Anyway. There's no indication the Creation Engine could affect the DC 52, but every indication that it could do whatever it wanted with the Wildstorm multiverse.

I'll also add ALE, Book of Destiny, 7 imperishable treasures, and Gwydion.

Apart from being used as a focus by Lady Styx to create a new body for herself , using the flesh of her followers , the heartstones don't have any mentionable feats(not any that I recall) that could qualify them being even remotely comparable to artifacts like the the Cosmic Cube , Miracle Machine , Worlogog , Infinity Gauntlet etc .

She didn't have time to use them from what I remember, which is why I said it was supposedly able to kill God. Nothing confirmed.
