Anyone seen this rare and unique animated sci-fi fantasy from one of the master anime/manga makers?

I always loved this anime for 16 years since junior high when i obtained a fansub copy of it at a convention here in my city and loved it. It's such a unique and sad story as well plus the catgirl is quite sexy.
