Shield or hydra could solo, they have a huge tech advantage

And they have superhumand beings on their side.

All of GI Joe are slightly above peak human mostly, and depending on the continuity cobra is aswell

I know, they could keep up, maybe not win but still, with guys like Batman, Hawkeye, CA or Daredevil but once a meta comes into play they should be fu**ed.
