He's not the only AI that can hack. Amazo can copy his tech and hack, Mother Machine can hack, Kilgore is a living virus that can overload, and Brother Eye has a Mother Box inside of it. Which has resisted hacking as well.

Ultron has hacked mutants with techno powers before, he has hacked every computer on earth simultaneously, he is in Henshaw's league

So? Amazo can copy that ability on the fly. Not to mention Brother Eye has access to every form of communication simultaneously. BTW, you can't fully kill Mother Machine, either, she has state of the art firewalls, courtesy of New God tech.
