This is pre cyborg upgrade Tao Pie Pie.

Looking at how Roshie only beat Goku because he had longer legs, and how Tao Pie Pie just about killed Goku, you'd think this is a no brainer..

Except, Roshie also held his own with Tien, who's equal to Goku after his ultra holy water training... Pre upgrade Goku wasn't even able to hold his own against TPP. It was a two hit massacre.

Who wins?

Roshi did lose some strength to blow up the moon when Goku went Godzilla on him. So Roshi was slightly more powerful, but still not on Tao's level.

Also, Tien was stronger than Roshi and I assume he wasn't going all out against the old guy, he saved most of his special techniques to face Goku.
