what if vegeta wished him back? how weirdly would the story change? in Cell&Buu saga or GT? which is best?

It wouldn't change too much. He may be a saiyan, but a relatively weak one. He'd at most provide a Piccolo-esque role for a bit, and probably never make super saiyan.
Also, Vegeta killed him in the first place, so...

well vegeta did change a bit...also why weren't the saiyens in other world?

They'd all be in hell for evil-processing.
Or maybe, since they'd been dead for awhile, been processed into pure souls.
In any case, we don't see most dead people anyway.

I see no reason Vegeta would bring back someone that he cared little for and killed. But for the hypothetical..
1. If he was wished back after Vegeta settled on Earth and came back evil, he'd pick a fight with anyone and get killed. He'd still have his 'Elite' powerlevel of 4,000, Namek Krillin would destroy him easily.
If he leaves and trains like a normal Saiyan he'd only get as strong as Saiyan saga Vegeta. With the proper training he could be above Piccolo. Either way he'll be killed off.

If he came back decent and loyal to the Prince, then the only difference would be him becoming Uncle Nappa to Trunks... because at this point even if he did train he'd still be far weaker than any normal Saiyan and it'd be very unlikely that he'd even access SS1. And seeing as a SS1/SS2 Vegeta is fairly useless in the Cell&Buu sagas, Nappa would have absolutely no part in the action much like the other Z-fighters.

Now, if he was wished back around the Namek saga/before Vegeta became good (least likely he'd be revived this soon), then theres a chance that the same things would have happened until everyone was revived on Namek and sent to Earth. If Nappa was with Vegeta, he may have held onto his evil-prince ways. They would probably train somewhere and seek revenge.
However they wont be doing it in the proper way (300x gravity, or the increased training after finding out about the androids), they would not achieve SS1 and would at best beat on the others until Goku deliciously-wafflestomps them.
Ultimately though, the universe is doomed...
Prince Vegeta wouldn't have got with Bulma, so no Trunks. So no Future Trunks to warn them of the androids. Goku will die of a heart disease and everyone will be unprepared for the androids and die or go into hiding.
The Cell we know that came from an alternate future wouldn't exist here as he stole Trunks' time machine, but the this worlds Cell would still be alive as there wouldnt be a Trunks to come destroy him when he was a in his larval form. He'd mature, go after and absorb 17 and 18. Its unlikely that he would have been able to absorb Piccolos DNA, so no regen, and due to that its a coin-flip whether this ends with the androids killing cell and taking over or Cell becoming Perfect while lacking regeneration. If the latter he might leave Earth to prove he's the strongest in the universe, blow up the Earth of just stay there.
10 years later Babidi and Dabura arrive. His henchmen go out collecting whatever energy they can scrap together, either from humans or fighters. To speed it up, with Dabura's assistance they could capture the three androids/Cell and and find a way to absorb their/his ki. Then Fat Buu is formed, kills his boss, Dabura and Kaioshin the lays waste to everything else. Given this Buu has formed three attachments in the short time he was alive (Satan, Bee and that blind kid) he may form another bond or stick with the blind kid. Something bad happens as its a post-apocalyptic world, Thin Buu is formed, Super Buu is formed and either it stops there or.. something happens for Kid Buu to appear. Either way, Buu flies around the universe destroying everything in his wake.

Maybe a bit higher, does the saiyan near-death powerup kick in if it's actual dead + res?

I'd say probably not seeing as Goku's power remained about the same between King Kai's and fighting the Saiyans from Kai/Goku's reaction to Kaio-ken usage.
Then again Zenkai didn't give much of a boost until the Namek saga..
..though a Zenkai would explain how Goku could push himself to x4 when x2 was meant to be his limit mhmm

Considering an eight-year-old was able to reach super sayian with no other training then sparring with his human mom, Nappa would probably get to at least that. He wouldn't be much help but it seems to me his loyalties are with vegeta so I'm going with the uncle nappa situation.

That was something to do with being a half human (think it was said somewhere that Saiyan/human breeds get stronger quicker), which kinda shows with other Saiyans.. or Goten is a freak >_>
Goku had 22 years of training and in intense emotional rage to reach SS.
Vegeta's the same but with almost 27 years training.
Gohan had 6 years of training to reach SS and rage to reach a few months later SS2.
Trunks had about 5 years of training under Vegeta, and Goten only had about 4 years training under Chi chi...

Still if Nappa was to become a SS it would most likely be in the same manner that Goku and Vegeta did.

Well, even if Vegeta ever felt bad about killing Nappa and wanted to bring him back to life, he would never have been able to. The Dragonballs can only bring back to life those who died of unnatural causes in a one year time period.

Actually, he's an Elite level Saiyan: of the highest class caliber. He was THE general of the Saiyan military. The Saiyan's lived in a semi-caste society where your powerful-level determined your importance in society. The most powerful were the leaders. He was so powerful that he was Vegeta's partner/trainer: Vegeta was the ruling king's son and was in the highest caste family among the Saiyans. A privilege to serve and train the king's offspring is a privilage of the elite of the elite of Saiyans. I would say Nappa and his family were second only to the King.

Because he lost to a low-class Saiyan...very low-class, actually.
I'd say Nappa could have been redeemed: Vegeta was more ruthless and evil than Nappa and he was redeemed. Also, considering Nappa's high-class status, he could have gotten much stronger. He was older, though.
