Both are top tier in energy manipulating. Who wins?

Assuming it's Ray Terrill, I'm gonna go with him.

He's all but invulnerable to physical harm in his energy form (and even most energy attacks, he was hit with an anti-matter attack and didn't even lose consciousness!), moves at light speed, and can call upon and transform into any energy in the EM Spectrum. Now add in his light constructs and he should take the majority vs Firestorm.

But then again, I'm HEAVILY biased toward the Ray stick out tongue

And Ray's energy attacks are pretty damned powerful, too. Triumph could go toe to toe with Martian Manhunter and Superman, and he had a "Holy crap, I keep forgetting how insanely powerful he is" moment against him. Future Ray never actually destroyed the moon, but I bet he could have done it..

Is Firestorm still limited to non organics? Or could he manipulate anything now?

I always saw that as a cop out.. Just a way to keep him nice and clean for the comics code police at the time, but there's no real reason he shouldn't be able to affect organic beings..
