luffy staed that he wants at least 10 strong pirates rather than 100 weak ones. he currently has nine, jimbe, monet, and others could possibly join. also it has to be three more or no more because every pirate has to join 1 of the 3 spots, the monsters, string middle, weak ones (tho not that weak anymore)
