Quatrich gets lit up like a Christmas Tree.

At a glance I would say Quaritch has an advantage for a few reasons.

1. His suit comes with some form of protection around himself, albeit a very light protection. It is still better than Mifune's, which has none.
2. He has a close combat weapon at the ready, just in case he needs it while Mifune, if he runs out of ammo, has to wait a while for a technician to come and manually reload his suit. Quaritch just has to unsheathe his knife, which again, given Mifune's lack of protection and limited mobility, is bad for him.
